辰能水務多措并舉 狠抓雙重預防機制落實

開(kai)年以來,雞西(xi)辰能水務(wu)公(gong)司作為(wei)集團(tuan)公(gong)司風險管控和(he)(he)(he)隱(yin)患排查治理雙重(zhong)預防機(ji)制(zhi)(zhi)建設先行(xing)試點單位,通過明確標準、加強(qiang)研判、強(qiang)化(hua)培訓和(he)(he)(he)嚴(yan)管嚴(yan)控等措施,有效(xiao)控制(zhi)(zhi)了安(an)全風險,保(bao)證了雙重(zhong)預防機(ji)制(zhi)(zhi)的(de)有效(xiao)落實和(he)(he)(he)穩(wen)步推進(jin)。

水務公(gong)司自下(xia)而上,采(cai)取個(ge)人(ren)操(cao)作、班組(zu)建設、泵站(zhan)執行、部門管理和公(gong)司統籌(chou)的(de)模式,逐崗位、逐設備(bei)、逐工藝、逐環節、逐場所進行風險排查與隱患(huan)辨識。實行一線員工、技術人(ren)員、管理人(ren)員“三結合”的(de)方式,凝聚員工智慧,形成強(qiang)大合力,實現了齊抓(zhua)共管的(de)良好(hao)局(ju)面。

按照(zhao)領導(dao)負(fu)(fu)責、專(zhuan)業負(fu)(fu)責、分(fen)工(gong)負(fu)(fu)責、崗位(wei)負(fu)(fu)責的要(yao)求,水務(wu)(wu)公司各部門列出任(ren)(ren)務(wu)(wu)清單,全(quan)(quan)員辨析安全(quan)(quan)風(feng)險點(dian),并(bing)制訂了《雙重(zhong)預防機制建(jian)設工(gong)作推進(jin)方案》。同時抽調(diao)專(zhuan)業技術(shu)人(ren)員,成(cheng)立(li)專(zhuan)項隱患整(zheng)改小組,對排查(cha)出的事故隱患進(jin)行全(quan)(quan)面(mian)治理,按時間進(jin)度將工(gong)作任(ren)(ren)務(wu)(wu)細(xi)化分(fen)解,落實到各部門及崗位(wei),做到責任(ren)(ren)清晰,目(mu)標(biao)具體,任(ren)(ren)務(wu)(wu)明(ming)確(que)。

圍繞供(gong)(gong)水(shui)設備、作(zuo)業流程、人員(yuan)崗位(wei)(wei)和作(zuo)業環境等內容,水(shui)務公司對(dui)(dui)(dui)雞(ji)西(xi)、七(qi)臺(tai)河供(gong)(gong)水(shui)干線各(ge)泵(beng)(beng)站實施動態管(guan)(guan)理(li)。每月(yue)由班子成員(yuan)牽頭對(dui)(dui)(dui)各(ge)泵(beng)(beng)站作(zuo)業全(quan)過(guo)程進行(xing)安全(quan)文(wen)明生產考(kao)核,全(quan)面排(pai)查落(luo)實各(ge)泵(beng)(beng)站主要風(feng)(feng)險(xian)(xian)點、風(feng)(feng)險(xian)(xian)類別、風(feng)(feng)險(xian)(xian)等級、管(guan)(guan)控(kong)措(cuo)施和應急(ji)措(cuo)施,建(jian)立管(guan)(guan)控(kong)體系。在風(feng)(feng)險(xian)(xian)評(ping)估的基礎上,公司采用“LEC評(ping)價(jia)法”對(dui)(dui)(dui)每個風(feng)(feng)險(xian)(xian)點進行(xing)評(ping)估分級,針對(dui)(dui)(dui)每個風(feng)(feng)險(xian)(xian)點分別制(zhi)定管(guan)(guan)控(kong)措(cuo)施,對(dui)(dui)(dui)具(ju)有作(zuo)業風(feng)(feng)險(xian)(xian)的崗位(wei)(wei),在其醒目位(wei)(wei)置(zhi)設置(zhi)警示標識和警示說明。

提升安全(quan)防(fang)控(kong)意(yi)識(shi),切(qie)實(shi)推動風(feng)(feng)險(xian)(xian)分級管控(kong)與(yu)隱(yin)(yin)患(huan)排查治理(li)雙重(zhong)預防(fang)機制建設(she)。水(shui)務公(gong)司(si)利用(yong)安委會、月度(du)安全(quan)大(da)會、交接(jie)班會等時機,深入(ru)宣(xuan)講防(fang)風(feng)(feng)險(xian)(xian)、強(qiang)管控(kong)、保(bao)安全(quan)的重(zhong)大(da)意(yi)義(yi),使(shi)員工(gong)充分認識(shi)安全(quan)風(feng)(feng)險(xian)(xian)分級管控(kong)和隱(yin)(yin)患(huan)治理(li)對于保(bao)障(zhang)人身、設(she)備(bei)安全(quan)的重(zhong)要(yao)作用(yong),提高風(feng)(feng)險(xian)(xian)意(yi)識(shi)。公(gong)司(si)組織員工(gong)開展風(feng)(feng)險(xian)(xian)管理(li)理(li)論、風(feng)(feng)險(xian)(xian)辨識(shi)評(ping)估(gu)方法等內(nei)容的培訓,讓員工(gong)掌握雙重(zhong)預防(fang)機制建設(she)相(xiang)關知(zhi)識(shi),具備(bei)參與(yu)風(feng)(feng)險(xian)(xian)辨識(shi)、風(feng)(feng)險(xian)(xian)評(ping)估(gu)和風(feng)(feng)險(xian)(xian)管控(kong)的技能,增(zeng)強(qiang)員工(gong)辨識(shi)安全(quan)風(feng)(feng)險(xian)(xian)的意(yi)識(shi)和落(luo)實(shi)管控(kong)措施的能力。
